APPLICATIONS
Open enrollment starts September 3, 2025, and ends October 1, 2025. Applications must be returned no later than Wednesday, Oct. 1, 2025, at 5:00 PM
Applicants can apply directly online through the Doorway Housing Portal or download an application that will need to be mailed to Doorway’s P.O. Box. Doorway will review the application to ensure it is complete and then enter it into the system. This standard application will be available in English, Chinese, Spanish, Filipino, and Vietnamese.
Submit one application per household. Duplicate applications will be removed from the lottery. Applications must be submitted via email or mail.

Notifying Accepted Applicants
When an applicant has completed the income and asset qualification process, and the credit and background screening is cleared, the potential resident is eligible to occupy the unit.
After the initial income certification has been approved by the processes stated above, we will contact the applicant verbally and in writing to inform them that they are formally being offered the apartment. The applicant will have the opportunity to view and pick their desired and appropriate-sized unit based on their ranking on the lottery list. At that time, the Property Manager will also arrange a reasonable date of leasing, orientation, and move-in, which is convenient to the selected applicant. The applicant will also be informed of the amount of rent and the deposit payment, which must be paid before they can move in. These amounts will be confirmed in the lease agreement.
The applicant must enter into a lease for the unit within 14 calendar days of the approval date of the written notification letter and make any required deposits. The signed lease must allow the applicant at least 30 calendar days to begin lease term; however, the applicant may begin the lease term sooner, if desired. If this offer is not accepted and the lease is not signed within 14 calendar days, we will offer the apartment to the next person on the list.
Income Qualification
All market-rate and affordable tenants will go through our existing application process. We check the credit of all potential applicants, verify all previous residences listed, and complete a criminal background check. For all potential tenants, we also verify income history as well as check personal identification. Additional information and documentation may be required from the applicant to complete verification of income and assets (s) to determine eligibility. In addition, households that do not meet the eligibility requirement of the Resident Qualification Acknowledgement will receive a letter of denial for housing.
For our affordable units, we will also request any additional information and documentation that is required in order to verify income and assets to confirm that the applicant is eligible under the
requirements of the housing program. The Property Manager shall make a good faith effort to verify that the income provided by all applicants or residents (for all adults aged eighteen (18) or older) in an income certification is accurate by taking the following steps as a part of the verification process:
•Three (3) most current pay stubs.
•One (1) most current bank statement for all accounts: Checking, Savings, 401k, Stocks, Cash App, Crypto, etc.
•Obtain an income verification form from the Social Security Administration and/or the Department of Social Services if the applicant receives assistance from either of such agencies.
•Court documents showing custody arrangements for all children that will reside in the apartment and the child support financial arrangements.
•Alimony payments per divorce decree.
•Current student status and transcripts
•Most recent years Federal tax with all W2s and schedules (if applicable);
•If the applicant is unemployed and has no such tax return, obtain another form of independent verification.
•Additional documents may be required to complete the qualification. Copies of the Resident's income certifications shall be available to the City upon request.
